The Texas bathroom bill has passed another hurdle as local business leaders continue to warn of the legislation’s impact on the state’s ability to attract major events.

The Texas Senate passed the bill, which would require public school students to use the restroom that matches the sex on their birth certificates or state identification cards and strike down city laws that protect the rights of transgendered people, sending the bill to the Texas House, The Dallas Morning News reports. The bill was amended to exempt privately leased government buildings, such as stadiums and convention centers.

At the same time, local business leaders are warning that the legislation could harm Texas’ ability to attract big events. The Texas Association of Business has unveiled a $1 million ad buy warning that the legislation could hurt the Dallas Cowboys’ efforts to land the NFL draft, SportsDay reports. In one ad, a woman who describes herself as a lifelong Cowboys fan says that the bill could lead the NFL to reject the bid, costing Texas “millions of dollars in lost revenue and leaving a lot of Cowboys fans angry.”

The bill also drew opposition from local law enforcement leaders, according to The Texas Tribune. Police chiefs from three of the five biggest cities in Texas held an event at the Texas Capitol to argue that the proposal is discriminatory, will harm public safety, and will divert law enforcement resources.

“It may be great political theater,” said Houston Police Chief Art Acevedo, “but it is bad on public safety.”

The legislation comes about a year after a similar bill in North Carolina prompted many events to boycott the state, including sporting events hosted by the NCAA. According to an analysis released by the Associated Press, the legislation cost North Carolina more than $3.76 billion in lost business over the next 12 years.
