Government Spending:GSA questioned on conference spending

The General Services Administration is making headlines again as lawmakers used a House hearing this week to demand answers about spending on conferences, awards ceremonies, as well as bonuses and large overtime payments for employees, the Atlanta Journal Constitution is reporting. The article also notes that investigators are now looking at 77 different award ceremonies held by the GSA around the country.

Rep. John Mica (R-FL) said some of those conferences may not have spent as much as a $270,000 one day award ceremony that triggered Wednesday's hearing, but still spent too much. "We've got some smaller amounts with significant expenditures, some as high as $2,200 a person," he said.



The hearing though was spiced with new charges of big spending, focusing this time on bonuses and overtime inside GSA.

In addition, a top official was asked about a GSA conference at the Gaylord Opryland in Nashville, a "SmartPay" conference, an effort by the GSA "to improve the management of government charge card programs" according to a statement released by the agency. One question concerned the Presidential Suite at the hotel, which is reportedly booked (though no one could say by whom, or if the guest was a GSA delegate) and costs approximately $3,000 per night.

In a statement, the GSA said that it has cancelled 37 conferences "and has reviewed every conference to ensure that the conferences that move forward, like Expo and FedFleet, and now SmartPay conference, are justified. These conferences are critical for training and for businesses to understand how to work with government. These have been attended by thousands of federal, state and local employees, as well as thousands of small and large businesses.

"The SmartPay conference is required and is held to improve the management of government charge cards program. These jobs require continuous education for the managers of these cards. The conference holds more than 200 training sessions to educate agency charge card managers from across the government in issues such as: reconciliation and payment systems, detecting questionable transactions, best practices, etc."
